Guardian control. Praetorian Guard on Phasma makes everyone really hard to kill because you can spread out damage so much. Promotion keeps your hand full of control, boosts both kinds of damage, and give you extra dice. You should be able to claim most rounds, though you have stall options if you need to wait on activation to use the guardian ability.
